Chapter 1359, the Exterior Property Maintenance Code, sets minimum standards for how the outside of homes and yards are kept. Highlights from the 2020 codification:
- No hazards: keep the property free of hazardous refuse, dead or storm-damaged trees and limbs, loose overhanging objects, and keep foundations and chimneys sound (1359.10).
- Lawns and bushes must not become overgrown and unsightly where visible to the public (1359.11(a)(2)).
- Paint and repair: siding, trim and fences must be kept in good repair and painted or coated where needed — no peeling paint, broken windows or crumbling brick (1359.11(a)(4)).
- Firewood: not in front yards or on porches; store it at least 12 inches inside rear or side lot lines, 8 inches off the ground, and no more than three cords (1359.11(a)(5)).
- Sidewalks and driveways must be kept in repair and free of hazards (1359.11(a)(6)).
- Indoor furniture outside: upholstered furniture and mattresses may not be used or left on unenclosed porches, decks, yards or driveways (1359.11(a)(7)).
- No commercial equipment or materials stored where visible from the street unless zoning allows it (1359.11(a)(1)).
The Building Commissioner enforces the code by notice; you can request a hearing (1359.19–1359.23).
